No. The plastic partition just keeps arrestees from spitting on the officer/s in the front seat, unlike the old cages that kept arrestees from hitting/kicking or grabbing the officers in the front seat, but could still be spit through.
The plastic partition replaced cages in police cars, not only to protect the officers in the front seat from being spit on, but also to protect arrestee who spit from being thrown into the cage - the imprint of which was known as "waffle face" - when the officer driving had to break suddenly for debris or an animal in the road.
