I think it would depend on why they are blind or deaf and what other neurological problems they might have. To the best of my knowledge, blindness or deafness in and of themselves don't cause balance problems.
Nope. In most cases, their other senses make up for it.
I have done Judo with a blind guy and he had absolutely no issue with balance.
From what I understand, balence is controled by your inner ear, not by hearing or sight. Which is what vertigo is.
